Richard was born in Russelville, Arkansas to George McKinley and Minnie Mae Frost. While growing up he and his three brothers and two sisters lived in Arkansas and when Richard was five the family moved to California. The family lived in various cities but mostly in the Grass Valley and Nevada City area.
Richard served in the United States Navy during World War II. He was very proud to have served his country along with his three brothers. After the war the family returned to Grass Valley from the Oakland area.
In October of 1946 Richard and Billie June Duncan married and celebrated their 70th wedding anniversary in October 2016.
Richard and Billie moved to Sacramento in 1949 where he was employed at McClellan A.F.B until 1963. The family moved back to Grass Valley where Richard joined the Grass Valley Police Department. He ended his career there at the rank of sergeant and was head of the Nevada County Narcotics Squad. He and his wife moved back to Sacramento and he again became employed at McClellan A.F.B. He retired there after a total of 30 years.
Richard was always involved with many ventures beyond his regular employment and through the years he and his wife developed a successful real estate rental business. He not only ran the rental business but also did most of the maintenance on all the properties up until his later years.
Richard was a 50-year member of the Oak Plains Masonic Lodge and a lifetime member of the North Highlands V.F.W.
Later in life he and his wife gave back to their community by volunteering at Senior Gleaners for 12 years. Richard drove the grocery trucks and was a supervisor in the warehouses. He was also a board member for two years.
Richard is survived by his wife of 70 years, Billie June Frost, his two daughters Jacque (Brian) Frink of Chico, California and Kathy Frost of Roseville, California.
